d.c., we are here of course to cover the lead up to the president's start of the second term, will he be able to deal with congress better, as we face another fiscal crisis, more on that but first, the headlines. inauguration activities have started in washington, michelle obama is expected to attend a kid's concert. katy perry, and usher, members of the glee class are performing. the president will take the oath of office in front of hundreds of thousands. you if you attend, the temperatures will be in the mid 30s, bundle up. it's expected to be a little breezy as well. meanwhile the problem break through on the debt ceiling. the house gop said they are considering raising the debt limit for three months, a vote is scheduled next week, more details on that in a bit. today, of course is the last full day of president obama's first term and it's the national day of service. day for giving back.

earlier today the president and first lady volunteered at a school in the washington, d.c. area, nbc's ron is standing by the national day of service day tent at the mall and you have a special guest there with you as well, good day to you, sir? >> reporter: hey there, craig. my special guest is being mobbed by the crowd behind me. it's the senior adviser to president obama. she will make her way here in a second. as she comes up, we will give her a big welcome. welcome, valerie. pleasure to see you. >> pleasure to be here. can you believe the crowd? it's amazing. >> reporter: the president and first lady created this to really hopefully make it a standing tradition for inaugurations going forward. >> not just inaugurations, my message is let's do it every day. let's make service a part of our life, we will have a big celebration for inaugurations when people go home on, we want them to find a way to serve in

their home community and that is what makes the fabric of our country stronger. it's exciting to have thousands and thousands of people to come and celebrate the president's re-election and the importance of giving back. >> reporter: it is seeming to catch on, 2011 was a five-year high in terms of volunteerism that has to make the president and first lady happy. >> it does, and we want to build that momentum. i'm so delighted that so many people came out. >> reporter: how excited are you about monday? >> that i'm speechless about. the fact that the president is re-elected for the second term, he that is a robust agenda and he needs to hand it over to someone after four more years to carry it on. >> reporter: i have to ask you about hair, what do you think of

the first lady's new hair? >> it's spectacular, it's youthful, fresh, sassy. it reflects her and she is having a lot of fun with it and getting positive reviews. >> reporter: a lot of us cannot redo our hair for monday. >> but she sure did. thanks for coming out here today, it's important that the press see this, and people watching back home, they can understand what the potential is. >> reporter: thank you very much. >> take care. >> reporter: thank you very much. craig, there were thousands of people that came through to take part in the service. the president was brushing up on his staining skills over at the elementary school as they were trying to spruce up that school a bit. vice president biden and dr. biden were on out there as well. and people here said that they will go home and make service a part of their lives and not a one-day event. back to you.

>> ron mott with valerie -- as we mentioned a few moments ago, house republicans planning to introduce a bill next week to raise the debt limit ceiling for three months, the bill does not ask for spending cuts but could prevent a major fight with the white house. it does put the senate in an awkward position, by asking them to vote in three months when the debt ceiling has to be raised again. the white house said to be encouraged but a provision calls for cutting pay for the chamber that does not passes the budget. some democrats not happy. and house minority speaker nancy pelosi saying it's a gimmick, unworthy of the challenges we face and the debate we should be having. the message from the american people is clear, no games no default. for more on this, i would like to bring kristin.

what is the white house saying about the issue? >> reporter: craig, they are saying that they are encouraged by the fact that house speaker, john boehner, is putting forward a proposal that increases the debt limit without an equal amount of spending cuts. that was his long-held position a and he is abandoning that position, and saying that he will increase the debt ceiling for a period of three months and in that timeframe, the congress has to come up with a budget and that is a win from the democrats standpoint, but they do not like the idea of increasing the debt limit in increments. the question is, if it gets passed will it force both sides to come to the table on spending cuts within a matter of months when they take on the issue on of the budget and then of course, the sequester. that is the big question mark, you heard nancy pelosi saying she does not like the idea and i have spoke to republicans that do not like the idea of

withholding their pay if they do not get a budget passed. peter king of new york said it's like bribery. so, while aides on the hill are saying they feel confident that this package package will make it through both chambers, we've to wait to see how it plays out. it's a victory on the democrat's standpoint, because you see a raise without dollar for dollar spending cuts. >> hang in a minute, i want to bring in dave, a political reporter, and msnbc. contributor. will the president pass this, with no messing with the debt limit at one point? >> this is messing with it in a small sense, but this is not the kind of negotiation they were afraid of. this is what we went through the summer of 2011, whereas she was saying, the republicans demanded

a series of spending cuts and were trying to undo president obama cuts. remember that. this really does feel like them caving on their promises and the idea of holding pay. they will complain and do a show on that for us, but they will get the money back that they passed in the budget. it does not allow them to not pay them, it goes in escrow. as bribery goes, it's weak. >> what do we make of the strategy? what is the stimulus for that? the polling numbers the meeting in virginia? >> i was in virginia and you get a sense that even the conservative members know that the country is not listening to them when they talk about the debt limit. they feel the country is with them on spending in general. they have been saying that the democratic senate has not passed a budget and that is what we should be focusing on. so they thought by shifting this

around, like playing boggle with the three deadlines coming up and making sure that the debt ceiling comes last, they will look more reasonable and they can hammer on about spending without them holding everything hostage. i saw paul ryan wins and say he is not going to use that word. >> the nonprofit that was launched today, organizing for action, i spoke with jim messina, a few minutes ago about it. it plans to bring the president's second term agenda forward. what can you tell me about the president's plan to take his goods agenda on the road campaign style? >> reporter: well, i can tell you, craig that, according to senior administration officials the president and vice president will be hitting the road in the days and weeks after the inauguration to sell their proposal for stiffer gun laws and gun safety package. it's a strategy they feel has

been successful in the past. they used it during the fiscal cliff fight, the student loan debate and they feel it's a way to rally the american public on their side and to pressure congress to act. it has been successful in the past, will it be in this instance? of course, that is a big question mark. this is a very controversial issue. but the polls show that the president has the majority of america on his side. the wall street journal poll shows that americans favor stiffer gun laws so that is his plan moving forward. >> thanks to you, dave, before you leave, picking up on what kristin said there. the president's gun proposal here, there are a lot of folks who have surmised that the president has asked for things that politically he knows he will not be able to get, especially the assault weapon's ban, is that what the white

house strategy is? >> they cannot say they are giving up on the assault weapon's ban, but i think they are looking and as a reporter i'm talking republicans about what smaller bills may be able to pass. when he is campaigning we will see where he goes. there are still republican districts in the suburbs of philadelphia and detroit where people are incredible warm to restricting extended magazines and mental health funding. a couple of pieces they can pass, they are feeling out republicans to see how far they can go. they have a clutch of house republicans that are talking about what they will go for and it actually happens. >> appreciate you spending time with us on this saturday. >> thank you. >> for many here tonight, this is the path to healing and part of that process. you know, the ability to find light where there was darkness,

the opportunity to push towards finding joy and happiness. making sure that you don't allow evil to trump good. >> that was governor john hickenlooper, honoring the victims of last summer's theater shooting rampage, that theater will open friday. the newtown shooting in connecticut spurred nationwide outrage and with today being declared gun appreciation day. the president is taking his proposal on the road. campaign style. meanwhile the first gun law passed in new york this week. joining me now, one of the backers, state senate andrea stuart cousins, senator cousin can ins good to see you. >> good to be here. given the national outcry, what

does this legislation, what does it mean to you and how does it compare proposals that that we saw from the president this week? >> i think it means a great deal. it says what the american people want us to say. it says that we heard that we can do common sense things and that is what we have done. clearly, the president has rolled out something that is exactly what we passed in new york. it's a ban on assault weapons, he is asking for, he is asking for a background check. certainly these are common sense things and i am hoping that the progressive actions of new york, certainly under the leadership of governor cuomo and all of my democratic colleagues, we will set the stage for a conversation about passing common sense gun laws. >> the president may have trouble within his own party. some democratic lawmakers already waffling a bit on the issue. i want to play sound now from

senator from virginia, take a listen. oh, okay, you know what? we do not have the sound. he is just one of the democrats in the country who have been quite like warm to this idea. how do you think that the president will sway some of those folks? >> the president is doing the right thing, he is going to the people. the people understand. we had a survey, poll done saying thsay ing that 54% of the american people understand that we can tighten the gun laws. they want us to do it. the president has been successful in talking to the american people saying look, why not have background checks. it's important. why do ordinary people need assault weapons and if they have them, we should know they have them. and yes, there are mental health implications and we need to make sure that there's a system

supports, knowing when someone who ought not have a gun or assault weapon has one. there are very, very clear pathways to not taking anyone's guns away. this is not about anyone's guns, and taking them away. this is about common sense things. >> what you just said right there. what you just said, it's not about taking anyone's guns away. you and i both know that is a real fear for a lot of people in this country. >> i know. and it's -- it's not about taking guns away and that is why it's so important that states like new york, set the stage. we can do this. people still have their guns. we are asking them to register. we are not taking anything away. the reality is that the president, who is an extremely good communicator, will be able to as he goes, state to state, assure people that want to know, that we hear you. when something tragic happens,

as we have been reporting former governor mark san ford has joined the field of south carolina republicans running for a recently open congressional seat. he office after a scandal involving a mistress. he promises to fight against wasteful government spending. can he convince voters though? >> reporter: former south carolina governor mark san ford said he is running for congress because there's a lot he can do if voters can for give him for the scandal that derailed his political career. >> am i a flawed warrior? yes, but i'm a warrior nonetheless in trying make a difference in d.c. >> reporter: in 2009, the republican married father of

four boys disappeared for five days. he confessed that the previous story of hiking on a trail was a lie. admitting that he went to visit his mistress out of the country. >> i have been unfaithful to my wife. i developed a relationship with a -- what started as a dear, dear friend from argentina. >> reporter: he finished his term but was fined. he has divorced and now is engaged. but sanford said that three and a half years later he hopes that the voters will judge him on the years he spent here as governor, trying to control government spending and for his three earlier terms in congress. >> i may be granted a second chance in life. and what a blessing that would be. the inferenceness, at some level, you know you will be a human piniata. >> reporter: san ford has

advantages in a gop run off. >> hes that money to get his message out and the visibility that people will pay attention. the bad news, of course, is that he has baggage. >> reporter: sanford's ex-wife jenny denies rumors that she will run for the same seat. >> i will not run, i have no interest in running for congress. >> reporter: she said how well her husband answers the questions he will face will make or break his campaign. mark potter, nbc news. south carolina. >> all right, mark, thank you so much from south carolina. for more on the south carolina race, i want to bring in my frequent, former chairman of the republican party, an adviser to the rick perry campaign as well. let's start here. does the party want mark sanford to run? >> you know, craig, i can't tell. i know there are at least ten other people will run.

stephen colbert's sister. and others, the with that being said, he has a lot of advantages. plus, he is not the only politician to fall from grace and rebuild his image. bill clinton comes to mind. if he does, he will be a presidential candidate in 2016. there's a lot on the line for mark sanford. >> no way. >> wait and see. i'm saying if he wins the congressional race, it will draw a line in the sand on the most embarrassing political in south carolina history in 20 years. >> it sounds like you think he can win this thing. it sounds like you think he has more advantages than disadvantages. >> yeah, craig, you know, he -- if you look at his record of a conservative governor and in congress, one of the big questions will be, first, mark,

what have you done since you left office, second, what did you do while you were a congressman and third, he has got to answer, one of after another the affair, the hypocritical way that he handled it and at the end of the day, he has a tremendous chance, name i.d., and south carolinans, they are forgiving people, but he has ten competitors and they will not like him during the race. he is the known commodity here that he demands a national presence and you know, mark's rhetoric has not changed since i have known him. and it will not change now. the voters will look past the affair, but they will not look past hypocritical actions that have happened since leaving the office. how he conducts hijsz now and then -- himself now and then there will be a run off with nine people that won't win. he has advantages. he knows how to run a race, he has never lost. this was his last stand.

it was the only way for him to go and get back in the game. >> here is another thing, what happens when his fiance starts showing up on the campaign trail, at official events and all of a sudden, folks are reminded once again what happened a couple years ago, will he have to hide her in a enclosesa closet until it's all over? >> he is doing it now. there's not a date to get married. there is this engagement that is out there. certainly he wants to avoid that. you just asked the question. people want to know what will happen and they want to make sure they are not going to go through embarrassment again. that is going to be part of his rhetoric. he has to answer that. he has the money, knows thous s deal with the press, and he has 100% name i.d., but a lot of it is not good.

$200,000 in kickbacks, he used the money to go to hawaighwaawa other areas. and federal health officials say it's not to late to get the flu shot and adds that there's plenty to go around. the vaccine is still the best way to prevent the flu, that of course along with washing your dirty hands. the u.s. conference of mayors continues its meetings in washington, d.c. today, gun violence a key issue for the mayors. new york's mayor, michael bloomburg, who heads "mayors against illegal guns" was skeptical that the congress would act with urgency. >> congress is more remove from this issue than mayors are. congress people do not get called in the middle of the night when a police officer has been shot. mayors do. >> one of those mayors with that unfortunate experience, los angeles mayor, antonio

villaraigosa who spoke at the conference. good to see you, thank you for coming in. >> great to be with you, craig. >> you talked about gun control today i understand let's get the take on the president's initiative and what you think will happen to it in congress? >> i paurt the president and the vast majority of mayors support the initiative and one of the founding mayors of mayors against gun violence, i agree it's an opportunity and we have to seize the moment. we have to pass background checks when 40% of the sales are private and no background checks required. and we need to deal with straw purchasers. they purchase guns legally and sell them to someone who can't. we have to -- >> gun trafficking. >> gun trafficking. we have to toughen those laws. >> mayor via go sa, if you look at polling and you -- mayor

villaraigosa, people will say that makes sense with background checks. >> 90% of the public. >> yeah. when you start to limit these high capacity magazine clips and assault weapons, you start to find support going down in a lot of places in the country. >> still people that support the gun ban, i'm the author of assault weapon's ban. there's a lot more support than there is nationally in rural areas. the time is now, we need sensible, safe, responsible gun legislation. the congress has an opportunity to act on the situation. they may not pass all of the elements that the president is putting forward, but they do have to address the universal background checks and a number of small purchasers and -- they have not appointed a atf director in eight years.

>> this week the president did though. >> the president has, but the senate has to confirm it. >> right. >> and importantly, they have got to do things like allowing federal agencies to do research on gun violence and what are the smartest most effective ways to address that gun violence. there's a lot of things we can do, it's not just gun laws. we have to deal we the culture of violence in this country, we have to have a stronger mental health registry and have more services. >> let's pivot and talk about the immigration reform issue that the congress will take up. the president said it will be a keystone on of his second term and you said that now is the time to have comprehensive immigration reform. do you think it will be, in terms of the approach that the white house takes, is this something that is going to or should come from the white house or is this something that should

come from halls of congress? >> from the white house and it will be something that the congress will work on. obviously they have to pass, you already see that eight senators including lindsey graham and mccain and now increasingly marco rub yo, the three republicans that are saying we need comprehensive immigration reform. we need to pass a law and legislation that addresses a pathway to citizenship, second class citizenship, temporary status will not work. it has to be comprehensive and one element protects the unity of families, there are 11 million undocumented that have five million citizen is children and 2 million dreamers. we cannot divide them. it has to be earned. you have to get to the end of the line, you need -- at the end of the day it has to be full citizenship that you have a path

to. >> ken salazar and others have resigned, no hispanics in the cabinet, in the president's second term, "wall street journal" this morning, i am sure you read the weekend edition, might you be a part of the president's cabinet in the second term? >> first of all, i have a great deal of faith in the president, when it's all said and done, i will have as diverse a cabinet as anyone has. >> you really think so? >> he understands when you open up the door for one of us, you open it for all of us. he is committed to that. i cannot tell you who the people will be, or whether or not i will be one of them. i can tell you that i'm focused on my job. i'm the mayor of los angeles that is why i'm here. i am taking on the issue of gun violence, it's important for my town and immigration because 58% our families have at least one

immigrant in the household. so, we are committed to these issues. >> yeah. >> to the fiscal cliff and the debt limit. and we are going to be knocking on doors and working as hard as i can until i ride into the sunset. as i said the other day, i'm not riding into the sunset just yet. >> at the obama picks up the. phone next week and says, may tr villaraigosa i would like you to be the secretary is of? and your response is? >> and i will tell you what i was told, it has to be yes or yes, sir. >> so it sounds like you will accept it? >> i will focus on my job and work as hard as i can until i'm finished. >> and that finish could be next week. thank you so much. i do appreciate you spending time and do enjoy our nation's capital. >> back to the future, republicans go to colonial williamsburg to decide what to do moving forward, president obama facing unhappy rumbling

republicans went to williamsburg. what happened there? i me i mean, what was the take away. >> they were at a resort, and they wanted to play golf, but it rained and snowed. but the purpose was to come up with a strategy on the debt limit and they wanted to not be the party of being in default. so they agreed to have extension. >> you wrote something that we can learn from the president's news conference. we have the full screen, this is one of the things topping your list, right there, topping the list, the president is determined not to have to repeat of what took place over the debt ceiling. how does he avoid that? >> he does have it already. he pushed for two months saying he will not negotiate. and the republican view, the

boehner rule is, every dollar in spending, every dollar for the debt ceiling go up has matched by spending cuts. they have backed down from that view, in terms of having a three-month extension, that is because of the polls showing the president has the upper hand on the issue. >> do you think we are witnessing a strategy shift inside the gop? >> they have to have a strategy shift, you said that was the key thing that was coming out of the conference. we know that they are probably talking about appealing to minority voters and getting women back on track. >> isn't that a conference they have in gop meetings every two years? >> i don't think the conversation that is real. but now it's how to resonate with the constituents they are trying to appeal to. >> it's a time of rethinking for the republican party. what i was struck by was paul

ryan's role. telling them that they have to have a strategy. and that they have to tread carefully right nowity upcoming fights. >> one of the things that was announced the rebranding of the campaign group, obama for america, and jim messina was on, a few minutes ago to talk about the new group. it was going to work as an advocacy work to advance the president's agenda. do you think that committee will be able to successfully help the president without the president being on a ticket? >> i think that -- i think that the organization will. i think that one of the things that he is putting in place is a really amazing organizing infrastructure, be it through social media. he galvanized people to take part in the political process in a way that he has not before. so there's an opportunity to keep this base moving and working for him. >> what motivates th s thathat e another guy that he is running against, and being able to say, we may not be wild about the president, but we do not like

this guy. >> it's so different when we are talking about governing versuses election. to pass an assault weapon's ban, you need a may -- when you try to move rotors in those kind of states i don't know how they do it. they talk about health care in 2010. it does d not move a lot of democrats to that bill. that is the challenge. how do you take a obama structure where you need to move red state voters? that's the challenge. >> the first challenge is gun control. and i talked to mayor villaraigosa there and there is a lot of folks ns s inside the beltway that say it's going to be a up hill climb for the white house, not for all of the provisions, but when you start to talk about people in the red america, the real america as

was such a tragedy that they have to do something. the problem i have, who on are the democrats up for re-election, they are going to determine the debate more than the republicans. >> how does the president avoid the second term curse? >> he is trying to use his organization to get out his message and ideas. what could happen, which would be a problem, if all of tfightig continues to happen, and drives out his ideas. i think the nonprofit will get around that and keep the conversation at least about ideas. >> you believe in this group? ? i do. i do i'm drinking the kool aid. >> the republicans know they lost the latino vote by 40 points. there's a great incentive to come together on something for their political benefit. that's is an issue where it's irrelevant.
